Young authors are constantly confronted with the deafness of the institutions and those who could enable a decent development to an author/a project. Everyone who wants to enter the system of the art has to have an affirmation of the institution, but the sieve is closely woven and many stay outside in front of the closed door of the gallery or festival. To enter the system of galleries or festivals a certain level of quality demanded by a certain institution is needed, which is legal altogether. It is disturbing that there is no field between an individual and an art institution. The role of the production centre could easily be taken over by academies and other educational institutions, but the priority list, be it one of the cultural educational politics or the politics of an institution, does not allow it. The problem of the video affirmation is the rigid manner of education and out-of-date education programmes. Some things, which have been academic almost for a decade beyond our borders, still lie in the drawers of those who design and decide in our country.
The video festival Electric Rats Dream Video Dreams wants to contribute a small piece into a huge mosaic of art and education system.
